To ensure integration mainstreaming and implementation of programmes for effective local government responses to youth development within and across all three spheres of government, the Directorate: Youth, HIV and AIDS developed the Draft Youth Development Framework for Local Government (attached) whose objectives are:
1. To provide a legislative framework on which youth development programmes are based to inform Local Government youth development planning, implementation and monitoring;
2.To provide guidelines to municipalities on the design, implementation and monitoring of youth development programmes in their respective municipalities; and
3. To provide guidelines to support municipalities and the Local Government role-players in mainstreaming youth development into their plans and programmes.
The Draft Youth Development Framework was presented as a Concept Paper at the first consultative workshop in December 2007 followed by the second consultative workshop in February 2008. Subsequently it was further engaged and adopted at the National Youth in Infrastructure Summit in March 2008 attended by National Departments, municipalities, civil society organisations and other stakeholders.
As outlined in the Framework, youth development can be mainstreamed through the following three areas:
• Youth Policy - which also focuses in institutionalisation of youth development;
• Strategies - that would provide direction to the department’s focus; and
• Programmes - that are mechanisms of accelerating youth development and mainstreaming within the mandate and programmes of the department or organisation.
It is in this background that the dplg invites stakeholders to further engage with the framework and make inputs as attached. The closing date for submission of inputs is the 30th May 2008.
