Systems and Capacity Building provides support to local government to promote development, and manages the national disaster management centre. The main emphasis of the programme is on systems, in particular fiscal, administrative, performance management and capacity-building systems.

Administration conducts the overall management of the department, formulates policy, and provides for the leadership functions of the Ministry’s and the department’s senior management. Other activities include: providing centralized administrative support and legal services; managing departmental, personnel and financial administration; determining working methods and procedures; strengthening corporate governance, compliance and due diligence; and exercising managerial and administrative control.
