What is Integrated Project Development? The integrated project development approach investigates for a municipality areas of opportunities for integrated and sustainable service delivery. The following are considered when developing an integrated project for a municipality: • Opportunities for economic growth within the municipalities’ area of jurisdiction (and beyond where necessary); • Local conditions and constraints - planning on a regional scale that considers; regional efficiencies, economies of scale, optimal cost and equity; • The basic requirements underpinning sustainable development in the area (i.e. sustainable water resource options, infrastructure refurbishment and development needs, O&M costs, gearing of capital grant and service delivery system requirements) and; • Key private and public sector partners that should work collaboratively towards common development objectives. Through the integrated project development process, the municipality initiates and is in full control of defining a project that unlocks development opportunities within their area and against which they are able to secure development funding. The project is technically, financially and institutionally sustainable and serves the interest and development objective of the municipality. This approach is initiated with a commitment of cooperation by the municipality and the Departments financing the initial process (the dplg and DWAF). There is a development agreement signed between the Municipality and the dplg and DWAF that serves the interest of the municipality in defining solutions for their service delivery challenges. The FBW SIP will take each of the pilot sites through the initial project identification, formulation and scoping. The support provided through the FBW will provide the municipality with a Conceptual Master Plan for the envisaged project which is part of the overall project preparation process.
