COMMUNITY PARTICIPATION AND ACCOUNTABILITY

In addition to the three executive systems mentioned above, the Municipal Structures Act also makes provision for municipal councils to establish structures to enhance democratic participation and to enable effective management in large metropolitan areas. There are two systems of municipal government designed to address these needs. They are called participatory systems. These are described in more detail in The ward participatory system and The subcouncil participatory system (see also Participation and accountability).
